Batas Negara dan Advokasi Kebijakan Pembangunan: Dinamika, Tantangan, dan Strategi Penguatan

Border management in Indonesia has largely been dominated by a traditional security approach, often overlooking crucial aspects such as poverty reduction, economic growth, and environmental sustainability. This study aims to analyze the dynamics, challenges, and strategies for strengthening border development policies by integrating security, welfare, and ecological perspectives. The method employed is qualitative through a literature review of policy documents, state boundary theories, and relevant legislation. The findings indicate that border governance from Sabang to Merauke is coordinated by the National Border Management Agency (BNPP) under Presidential Regulation No. 12 of 2010, involving the synergy of 27 Ministries/Agencies. However, challenges such as sectoral ego, illegal cross-border activities, and infrastructure gaps continue to hinder development effectiveness. Recommended strategies include accelerating infrastructure development such as Cross-Border Posts (PLBN), empowering local community economies, effective border diplomacy, and policy advocacy that balances territorial sovereignty with community welfare.
