This study aims to analyze the advocacy strategies employed by Karang Taruna and the factors influencing the effectiveness of youth participation in village development planning. Using a descriptive qualitative approach, data were collected through in depth interviews with eight key informants, participant observation over a two month period, and an analysis of the Minutes of the Village Development Planning Meeting. The findings reveal that youth advocacy predominantly relies on informal approaches and kinship relationships with village elites. While this approach maintains social harmony, it limits the youth's ability to influence decisions within formal forums, resulting in a budget allocation that remains dominated by physical infrastructure priorities. The analysis indicates that youth participation is at the level of tokenism, meaning youth are involved procedurally but lack substantive influence on decision-making. This study contributes to the importance of strengthening formal participation channels to ensure youth aspirations are accommodated in village budget policies.
