Analisis Efektivitas E-Purchasing dalam Pengadaan Barang dan Jasa Pemerintah Daerah Kabupaten Lampung Timur

Abstract

Government procurement of goods and services is a strategic activity that plays a vital role in supporting the administration of government and the delivery of public services. In line with advances in information technology, the government has implemented an electronic procurement system—known as e-purchasing—as part of bureaucratic reform and efforts to achieve good governance. This study aims to analyze the effectiveness of e-purchasing implementation at the Government Goods and Services Procurement Division of the East Lampung Regency and to identify the obstacles encountered in its implementation. The study employs a descriptive method with a qualitative approach. Data collection techniques include observation, interviews, and documentation. The research informants consisted of the Head of the Goods and Services Procurement Division, procurement officials, e-catalog operators, and employees involved in the procurement of goods and services. Data analysis utilized the Miles and Huberman model, which includes data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of e-purchasing in the Goods and Services Procurement Division of the East Lampung Regency Local Government has been quite effective in terms of timeliness, accuracy, cost efficiency, transparency, and accountability. However, there are still challenges, such as internet connectivity issues, limited human resources, a lack of training, rapidly changing regulations, and a limited selection of products in the e-catalog. Therefore, it is necessary to improve the competence of government officials and strengthen information technology infrastructure to support the optimal implementation of e-purchasing.
