Abstract

Indonesia is a country with a high level of disaster vulnerability due to geological factors, climate change, and the expansion of settlements in disaster-prone areas. These conditions underscore the importance of strengthening policy capacity in disaster management. This study aims to analyze the development of research on policy capacity in natural disaster management in Indonesia during the 2024–2025 period. The study employed a Systematic Literature Review (SLR) method following the PRISMA 2020 guidelines. Articles were searched for via Google Scholar and Scopus using the Publish or Perish application with keywords related to policy capacity, disaster governance, and disaster management. Of the 126 articles identified, 15 met the inclusion criteria and were analyzed thematically. The results indicate that discussions on policy capacity focused on institutional capacity, disaster governance, digital transformation, cross-sectoral collaboration, and challenges in implementing regional policies. The use of digital technology helps strengthen disaster information systems and data-driven mitigation, while participatory approaches enhance community preparedness. The implications of this study highlight the need to strengthen bureaucratic coordination, human resource capacity, and the integration of digital technology to support more adaptive and sustainable disaster management.
