Evaluasi Tata Kelola Pengelolaan Sertifikat Kalibrasi PT KPI

The implementation of the SNI ISO/IEC 17025:2017 quality policy requires calibration laboratories to maintain a reliable, transparent, and effective administrative system for the certificate issuance process. This study evaluates how the administrative system for managing calibration certificates is implemented at PT. KPI based on policy assessment criteria and management principles. The research method employs a descriptive qualitative approach. Data analysis was conducted using the interactive model developed by Miles, Huberman, and Saldana. The results indicate that the administrative system complies with the requirements of Clauses 7.8 and 8.4 of SNI ISO/IEC 17025:2017 regarding the adequacy of documentation and record management. However, there were inefficiencies in the process, with an average issuance time of 2.7 business days due to three levels of verification and a decentralized digital archive, resulting in a processing time exceeding the one-business-day service standard. In terms of policy assessment, the system was deemed effective regarding document transparency (14.6 minutes), but the efficiency aspect has not yet met the standards set forth in Law No. 25 of 2009. This study contributes to improving public services by implementing quality standards, through recommendations to digitize archives, use electronic certificates, and delegate authority to lower levels.
