Abstract

This study analyzes the implementation of Production Force Management in the management of mature oil palm plantations at PT Sinar Dinamika Kapuas 4, Lebak Ubah Village, Sintang Regency, West Kalimantan. The decline in the productivity of mature oil palm plantations to 12 to 15 metric tons of fresh fruit bunches (FFB) per hectare per year is not merely a technical issue for the company but a public concern, as it has implications for national food and energy security, compliance with ISPO and RSPO regulations, and the dynamics of the relationship between the state, the private sector, and the community in the plantation area. This study aims to describe the productivity conditions of mature plantations, analyze PFM adaptation through four New Public Management indicators, examine the role of the administrative system as both a supporter and an obstacle, and identify constraints and strategic solutions. The study employed a qualitative method with a descriptive approach, using purposive sampling of eleven informants, data collection through in-depth interviews, field observations, and document analysis, as well as data analysis using the Miles, Huberman, and Saldana interactive model, whose validity was tested through triangulation of sources and methods. The results show that PFM adaptation has been partial and informal at the field level, but is hampered by a three- to six-month budget approval process, the fragmentation of the SawitPro and SAP ERP reporting systems, and the ISPO and RSPO documentation burden, which consumes approximately thirty percent of the administrative team’s working time. The fast-track approval innovation successfully reduced the approval process from two to three weeks to two to three days, demonstrating that simple administrative reforms can support PFM adaptation. The study recommends formalizing bottom-up innovations, integrating reporting systems, and strengthening the delegation of operational authority.
