Analisis Penerapan Prinsip Good Governance dalam Pelayanan Publik: Studi Kasus di Puskesmas Ciketing Udik

Abstract

Public services can be considered to be running well if the services and facilities provided by agencies can satisfy the community. Empirical reality shows that various obstacles still arise in service practices, as seen in complicated administrative processes, service duration, and the behavior of officials that is not yet fully in line with established work standards. This phenomenon is also evident in primary health care services, as community health centers still receive complaints from the community regarding the flow and quality of services. This study examines the application of good governance principles, which include transparency and participation, accountability, responsiveness, effectiveness and efficiency, and equity in the delivery of public services at the Ciketing Udik Community Health Center. This study uses a descriptive qualitative method through a case study approach with data collection conducted using interviews, observation, and documentation. The results of the study show that the implementation of good governance principles at the Ciketing Udik Community Health Center is at a sufficient level, especially in terms of service equality and cost accountability. However, this study still found obstacles in the form of limited health personnel and low community involvement, as well as a complaint system that has not been utilized and followed up on a continuous basis. These findings confirm that the principles of good governance have been applied in public services at the Ciketing Udik Community Health Center, but their implementation is not yet optimal, requiring the strengthening of digital-based transparency.
